IOC’s apathy deepens LPG crisis in Arunachal

Amar Sangno

ITANAGAR, Jul 30:  The current LPG cylinder crisis in Koloriang, Ziro, Daporijo, Aalo and Pasighat including Capital Complex may deepen if the Indian Oil Cooperation (IOC) fails to act tactfully. This was informed by highly placed source at Directorate of Food and Civil Supplies Office here today. The central part of Arunachal including Itanagar currently is battling serious shortage of LPG cylinder as Kimin bottling plant reportedly have not been able to meet up the growing requirements.

Sources in private gas agencies disclosed that current crisis has been compounded by withdrawal of private run-trucks from transportation as the IOC is not hiking the transportation charge even in the hilly region.  Many transporters (trucks) are now reluctant to go to hilly places like Koloriang, Daporijo and Aalo as it incurs lot of extra expenses” the source added.  It is said that transportation crisis can be mitigated, if the IOC gives mandatory direction to all the distributors to have their own truck.

However, the growing numbers of consumers in Capital Complex in particular and the central part of Arunachal is another factor for LPG crisis as the Kimin Bottling Plant is unable to fulfill the requirements.

A distributor in Itanagar shared that IOC is unable to release its monthly allocation of 42 trucks (each truck has a capacity to carry 302-306 cylinders) instead it is releasing just 22-24 trucks in a month, thereby making it almost impossible to meet the recruitments.

He further said that capital complex alone requires eight trucks daily; however the IOC is releasing hardly two to four trucks in a day.

Current situation has irked many consumers, as some of them have been waiting for couple of weeks for the cylinder.

“We have to answer to the consumers and sometime face their ire as many are angry at the agency for not distributing cylinder” he revealed.

To fulfill ever growing requirement of LPG cylinder, earlier IOC had planned to set up another bottling plant at Chiputa near Doimukh along Hoj-Potin road. It is said that land was acquired by the district administration for establishment of the plant which was later submitted to the IOC authority for compensation.

Interestingly, at final stage the technical team of IOC from Mumbai rejected the proposed site as unfit. Miffed with the IOC technical team’s decision, the land owner had filed a petition against them seeking compensation claiming that plot has remained reserved but unused for a long time.

The APCSOA further reiterated the implementation of Bagra Committee Report, in a press statement.

APCSOA also questioned the appointment of Dani Sulu, an Army Account Service Officer, who has been absorbed into Arunachal Pradesh Government. Dani Sulu has been appointed as secretary to Government of Arunachal Pradesh at the cost of state Exchequer bending all norms and rules under the pretext of Ex Cadre post, it said while decrying blatant misuse of power by people at the helms of the affairs.  Terming Sulu’s induction “height of vested interest and corruption” it said that people of the state ought to know. The APSCOA wanted to the rationality behind Dani Sulu’s appointment as it threatened to launch “democratic movement”.

The issues related to Director civil aviation, Director Administrative Training Institute were also raised. The recent DPC decision of denying promotion to two senior grade officers to selection grade on the reasons of “good” ACRs was also discussed. The Chief Secretary is reported to informed the officers that an order is being issued to the Department of Personnel & Training to apprise the officers concerned regarding “good” ACR remark given by the reporting/reviewing officer, well in advance, to avoid such unfortunate incidences.

My brief memoir on Dr Abdul Kalam

Bilaseng Namchoom

“Righteousness in heart, where there is righteousness in heart, there is beauty in the character, where there is beauty in the heart, there is harmony in the home, where there is harmony in the home, there is order in the nation, where there is order in the nation, there is peace in the nation, every Arunachalees should have righteousness in their heart...."         - Dr A.P.J Abdul Kalam

It is hard to believe the news of the sad demise of a popular figure, Dr APJ Abdul Kalam who ignited the young minds with his words of wisdom. In his death, India has lost not just a beloved statesman, but a scientist who led from the front to help the country shake off its doubts and emerge stronger on the world stage. A man born in a middle class family, seen and faced problems and hardships of middle class,  who never daunted and depressed of failures rose to the height of first citizen of India, the president of India, a visionary, a pragmatist, a poet a good human being, a complete man.

Dr Kalam was a man of impeccable character, indomitable spirit, profound knowledge and firm conviction. His smile, cheerfulness and grounded nature made him the man one can look up to.

An eternal optimist with amazing energy, Dr. Kalam has been an inspiration to me like to billion others in many ways. I vividly remember the time when I first met Dr APJ Abdul Kalam in August 2010 when he was on a two day visit to Arunachal Pradesh. It was the most intellectually-stimulating 30 minutes of my life. He had an aura of graciousness, empathy, knowledge, inspiration and love that can attract anyone. The 30 minutes of the conversation made me feel I have known him for long.

I had the previledge to meet the legend in person at Rajbhawan, Itanagar on August 4, 2010. He spoke of his incredible journey of aspiring to be an aeronautical engineer as a child, making missiles and satellites, and becoming the president of India. “If four things are followed-having a great aim, acquiring knowledge, hard work and perseverance than anything can be achieved,” he said.

A role model for students and young people Dr Kalam was in his element when surrounded by them. Dr Kalam was here to attend the 2nd convocation ceremony of North Eastern Regional Institute of Science & Technology (NERIST) at Nirujuli on August 4th and prior to that he had an interaction programme with enthusiast students of various schools from Itanagar & Naharlagun on August 3rd.

The jammed packed Rajbhawan hall burst out in loud cheers and applause when he spoke of a teacher’s potential to transform a student’s life. He narrated the story of his teacher taking them to the seashore to show the way birds flew, the story became legendary, for it inspired young Kalam to pursue space research. His quotes as he spoke became a source of inspiration to many students of various schools of Itanagar and Naharlagun.

Dr Kalam words still echoes fresh in my ears where he described Itanagar as a beautiful city which has been named after the famous Ita Fort and is about 6th centuries old. He quotes, “I am very happy to be in this atmosphere and be interacting with you. It is the Knowledge that makes you great.”

Before, he inspired the students about the importance of “Empowering the young mind, Criteria for achievement giving an aim at right age, Birth of Creativity in a difficult situation, Let not thy winged days be spent in vain, Home library, Birth of a Global Mission: Ten billion trees and what I will be remembered for.” He freely shared his email id and promised a prompt reply to everyone within 48 hours. “Ask me anything; share your dreams and goals, about how you want to change your country.”

Dr Kalam’s session was interactive with the participants and he inspired them to set their aim high and to bring glory to the nation while being a good member of the family, nation and the world. He told the youths that success and failure will be there in life, and you have to defeat the fear.

Dr Kalam ignited minds of younger students though his inspiration speech and presented few lines from the famous verses of 13th century Persian Sufi poet Jalaluddin Rumi’s -Wings to Fly:

Wings to Fly

“You were born with potential.

You were born with goodness and trust.

You were born with ideas and dreams.

You were born with greatness.

You were born with wings.

You are not meant for crawling,

so don’t, you have wings.

Learn to use them to fly.”

Dr Kalam translating the famous verses said, ‘My message to you, young friends, is that education gives you wings to fly. Achievement comes out of fire in our sub-conscious mind that “I will win”. So, each one of you assembled here and elsewhere, will have “Wings of Fire”. The Wing of Fire will indeed lead to knowledge which will make you to fly as a doctor, or an engineer, or a scientist, or a teacher, or a political leader, or a bureaucrat or a diplomat or anything you want to be. You all from Itanagar can do it.

Even though he is gone, he will always remain a source of inspiration to young India.

--------

“Dream is not that you see in sleep, dream is something that does not let you sleep,” always spurs us on to work harder to achieve our goals.”- Dr APJ Abdul Kalam

---

Below is Dr Kalam’s poem which captures the beauty of the state (Arunachal Pradesh) and is called “Message of the Land”.

Message of the Land

I stood before the mighty Himalayan Mountain and asked,

O ! Mystic mountains! What message for the children of the state you have?

The mountain thought and then slowly replied,

“O Kalam! Look at me -  I stood here for millions and millions of years,

I stood the gushing rivers meandering through my core,

I stood through the clouds blinding me in white.

But I had an unflinching aim to reach the skies,

and thus despite all the odds I stood by.

My message to young is thus – Have an aim in life and persevere,

That aim will be a light house to guide all your voyages through the turbulent times.”

I then turned to dense forest which reside in the heart of the hill,

Seeking for a message from them for the young full of courage.

The forest replied “O Kalam! Every season I see a new flavor,

Sometimes I absorb snow, I absorb mist, I absorb sunshine, wind and rain.

Everytime, I learn from the season - I grow stronger,

My message for the youth is to constantly acquire and absorb knowledge,

For knowledge will make you greater than you ever imagined yourself to be,

The ignited mind of the youth is most powerful resource on the earth, above the earth and under it” The forest did see.

Next, I turned to the lovely an Anthurium flower beside me,

It smiled and chuckled and radiated vibrant colors into the life.

It softly said “O Kalam! I too have a message for the young,

The message is, spread joy and smiles to everyone you see,

Giving is my spirit and my mission for life,

And my giving I get happiness of my soul.”

O my friends, let us celebrate the message of the monuments of nature in this land of Arunachal”.

Accelerate economic reforms

The BJP led government came to power at centre with the promise of fixing the battered economy and to accelerate the growth. Prime Minister Narendra Mod promised jobs to the youths during his election rallies. However more than a year has passed since Modi assumed office but situation has not improved much at ground. The unemployment is still a major issue and economy has not really picked up as was expected.

Despite having absolute majority the government has failed to initiate any major economic reforms. Major economic reform agenda like land and GST bills are still pending at parliament. The negotiation team of Modi has not been able to prevail over the opposition parties. They will need to work hard to win the confidence of opposition parties to carry out major economic reforms.  However, finally government is exhibiting some will power to accelerate the growth process. Today government of India cleared seven foreign direct investment proposals. The proposals worth 981.15 crore rupees have been cleared by the Finance Ministry following recommendations by the Foreign Investment Promotion Board, FIPB. In coming days they will need to take more such steps to fasten the economic growth and create more jobs for the youths.

Semester students deprived of admission

Dear Editor,

Through your esteemed daily, I would like to draw the attention of Chief Minister Nabam Tuki towards the existing rule for the 1st semester failure students in Dera Natung Govt College, Itanagar. More than 700 1st semester failed students for the session 2014-15 are deprived from taking admission in the said college only for the reason to make DNGC a model college.  Such reason in a developing state will badly affect the career of students.

Moreover, lack of sensitization on semester system among the students, mostly from far-flung areas is the main cause behind the failure of students. Therefore, the authorities should take steps gradually in order to make it a model college, instead of harassing the ‘deprived students’ who are also precious asset of the state.  The authorities concern should not snatch the opportunity of a section of students. Let them show their hidden potentials.

Yours,

Nabam  Rade

General hospital needs some work

Dear Editor,

Through your esteemed daily, I want to express my bitter experience at Pasighat General Hospital. On 25th July, I was at the Hospital as one of my relatives was admitted there.

As usual the hide & seek game of electricity was going on and everyone was force to endure it. But from midnight power supply was totally gone and attendants of the patients had to use the traditional fan while so sleepy.

I was shocked to know that the pay cabins had power supply while other wards did not have.

So, what does it mean and why is it happening? Does money matter? If money is the matter then why it is called government hospital?

In another case, when I visited the pay cabin, electric bulb, one a flexible wire was hanging from the shower. What if there is a power leakage?  The hospital management should deploy an electrician to repair it. I have attached a photo for your reference.

I appeal to the Government and concern body to look into the matters and appoint a special team or a member to look after such problems.

Yours,

A. Dahl

Parsuram kund is in Lohit

Dear Editor,

The Cultural and Literary Society of Mishmi strongly objects to the projection of Parsuram kund and Wakro in the newly created Namsai district by CT Mein, Parliamentary Secretary, during the recent budget session. The legislator had referred to Parsuram kund and Tameshwari temple at Paya suggesting for their enlistment in the world heritage list.

While CALSOM welcomes the senior MLA’s stand for enlistment of Parsuram Kund and Tameshwari Temple at Paya in the world heritage list, we resent the wrong projection of the pilgrimage sites in the Namsai District, which is misleading, unwarranted and bereft of facts.

Ever since the Lohit District came into existence, Parsuram Kund in Wakro circle is a part of the District and Wakro is still under the administrative jurisdiction of Lohit District after it’s bifurcation into Namsai District. It’s a well known fact that in the past the Mishmis residing in the periphery of Parsuram Kund used to ferry the pilgrims across the Lohit River. Likewise, Tameshwari Temple of Paya falls under Sunpura circle of Lohit District.

The CALSOM further appeals to the senior legislator and others to refrain from making such unwarranted and misleading statements.

Yours,

Suraj Tayang

Secretary, CALSOM
